About Us
Our Story
Communication by Blue was founded by Katrina Rivers Labouliere, a Child of Deaf Adults (CODA) from Louisiana. American Sign Language was Katrina’s first language, and she grew up immersed in Deaf culture and community. From an early age, interpreting for her family sparked a deep understanding of both the power and, too often, the absence of accessible communication.
With over 20 years of experience in interpreting, disability advocacy, accessibility training, and consulting for local, state, and federal agencies, Katrina is nationally recognized as a leading voice for Deaf rights. In 2018, she developed and launched an accredited ASL program at a local high school, marking a significant step in expanding access to ASL education. Two years later, she deepened this commitment by founding Blue Bridge ASL Academy in Baton Rouge, the first ASL language immersion early childhood center in Louisiana, advancing her lifelong mission to promote equity and access from the earliest stages of education.
